No Delays Any Longer: Now the Government Employees Get CGHS Cards Automatically
In a big relief for thousands of central government employees across the length and breadth of India, the Ministry of Health & Family Welfare has come up with a big change in the rules concerning the Central Government Health Scheme (CGHS).

As per the new directive brought into being by the Financial Express, any health service card for any employee who is being regularly contributed to by a salary deduction to
CGHS is now in itself a matter of issuing automatically without a separate application.

Health Ministry Issues a Vital Circular to All Departments

The health ministry has issued a new memorandum that instructs all central government ministries and departments to start issuing CGHS cards to eligible employees on their own. The ministry became aware that there have been instances where continuous deductions have been made from the employees’ salaries toward CGHS contributions and however, these people did not receive any cards
simply because they did not apply. The ministry has now termed such a practice as an injustice and has taken a firm stand against it.

As stated, “It is unjust to curtail CGHS benefits to any of our employees who have been contributing to the CGHS on a regular basis by deducting the amount. Therefore, it is mandatory to issue CGHS cards in such cases, irrespective of the fact that they had made a formal application.”

Directly Now, CGHS Linked to Payroll Deductions

The ministry said that CGHS is a compulsory scheme for central government employees residing in areas covered by CGHS dispensaries. Contributions are deducted at source from salaries- employees working in these areas in such a manner; therefore, issuance of service cards should be automatic. Henceforth, departments will be accountable to ensure that every contributing employee receives their CGHS card.
In the event of employees not responding to repeated reminders or completing minor formalities, the administrative heads must take notice. The ministry stated that any kind of indecisiveness at the department level should be acted upon. There is, again, an emphatic push for accountability.

A Very Big Relief for Central Government Employees

This order comes as a big boon to many employees who, because of lapses in paperwork or administrative inefficiencies, were contributing towards the health scheme but receiving none of its benefits. Essentially, it completely removes a layer of red tape that now facilitates much easier access to these healthcare services.

The change also showcases the government’s renewed determination towards employee welfare and the speedy delivery of services. The irritating exercise of ever-multiplying application procedures is now taken away so employees can avail themselves of the medical services extended to them under CGHS without any further delay.

A Policy Reform to Streamline Health Access

Through the elimination of a separate application, the government hopes to close the gap between deductions and benefits: the Health Ministry’s directive goes on to stress the importance of syncing payroll systems with health benefits so that no eligible employee is left behind because of an oversight caused by bureaucracy.

According to public policy and employee welfare experts, such a move now stands to be progressive, especially in this post-pandemic period when access to quality healthcare is more of an existential problem than ever. In addition, it may signal a larger trend toward more digital integration and process automation in the central government.

The Future: What This Means for Employees

Going forward, better coordination can be expected between the CGHS administration and the respective departments of central government employees. Their health card will be generated and issued so long as their salary deductions are there and they are residents in a CGHS-covered area, without them needing to chase paperwork.
Such reforms enhance convenience but also show the intent behind government policy in prioritizing employee welfare. It is expected that this initiative will consolidate trust in public health systems and enhance fairness in the mandatory benefit scheme.
The automatic issuance of CGHS cards is a significant landmark in the modernization of government health schemes, turning a long-standing complaint into a proactive solution.
