Mix sugar and water in a pan and heat it. When the sugar dissolves completely, add cardamom powder and rose water to it. Cook on medium flame for 7-8 minutes until the syrup becomes one-string consistency. Switch off the gas and keep it aside. Mix mawa, maida, and baking soda in a vessel. Add milk little by little and knead a soft dough. Keep the dough covered for 5-10 minutes. Make small round balls from the kneaded dough.

Make sure that there are no cracks in the balls; otherwise, they may burst while frying. Heat ghee or oil in a pan on medium flame. Fry the gulab jamun on low flame till it becomes golden brown. After frying, put them in sugar syrup. Let the gulab jamun stay in the syrup for at least 2 hours so that it gets filled with juice inside. You can serve it both ways—hot or cold. You can also try it with ice cream.
