The two weeks that followed the infamous Pahalgam terror attack which killed 26 Indian tourists in Jammu and Kashmir certainly raised the stakes for national security.
All Hands on Deck: From Classrooms to Command Centers
For the drill ,the Ministry of Home Affairs (MHA) has brought together the largest ever contingent of district officials, Civil Defence wardens, Home Guards, NCC cadets, NSS volunteers, and members of NYKS. Schools, colleges, government offices, as well as all public places, will be converted into makeshift training centres to instruct civilians in survival skills ranging from identifying shelters to first aid and maintaining their composure under fire.
Lights out: Wartime Blackout Drills for Cities
Further in the exercise cities shall go through crash blackouts whereby they all go into darkness to evade any sort of detection during the conduct of simulated aerial strikes. These are similar to the techniques employed during the Bangladesh Liberation War in 1971.
Simulated Air Raids and Civilian Evacuations
Air sirens would sound in vulnerable cities interrupting well organized mock evacuation exercises. Strategic facilities like power plants and military bases will be camouflaged against aerial reconnaissance. This is not mere preparation but a real time stress testing of India’s emergency infrastructure.
Security First: Reigniting the Long Term Vision
This civil preparedness campaign is not new. Tracing into 2022 ‘Chintan Shivir’ wherein Prime Minister Modi and the Union Home Minister had dwelt upon building civilian defence muscle. Now with the recent terror attack that vision becomes an implementation today.
Every Citizen a First Responder
Each state taking part in the exercise must submit a detailed action report after the drill with gaps identified and strengths reinforced. This is more than a Cold War refrains.This is India declaring,the firepower that wins the modern war and being able to mobilize and bring preparedness to the citizens is a crucial aspect.
